Ten Years of 'Streamlining Administration, Delegating Power, and Improving Services' in Veterinary Drugs: A Decade of Consecutive Growth in Output and Quality

Veterinary drugs are essential inputs for the aquaculture and livestock industry, impacting production safety, the safety of animal-derived food products, public health security, and biosecurity. The state implements stringent approval and supervision mechanisms for the research and development, production, distribution, and use of veterinary drugs to ensure their safety and efficacy.

Since the 18th National Congress of the Communist Party of China, the Ministry of Agriculture and Rural Affairs has fully implemented the State Council's reform principles of "streamlining administration, delegating power, and improving services." By upholding safety standards, simplifying administrative procedures, optimizing services, and implementing scientific supervision, the ministry has promoted high-quality development in the veterinary drug industry, achieving a dual improvement in both output value and quality for ten consecutive years.

The output value of veterinary drugs increased from 40 billion yuan in 2012 to 52 billion yuan in 2017, 68 billion yuan in 2020, and surpassed the 70 billion yuan mark in 2021. The number of large-scale production enterprises with annual sales exceeding 200 million yuan rose to 77, accounting for 4.7% of the total, up from 2.8% in 2012.

The pass rate of quality supervision and random inspections for veterinary drugs improved from 92.8% in 2012 to 94.8% in 2014 and 97.4% in 2018, stabilizing at around 98% in recent years. The pass rate for vaccines against major animal diseases, such as highly pathogenic avian influenza and foot-and-mouth disease, has consistently remained at 100%.

Significant achievements have been made in veterinary drug innovation. Over the past decade, 643 new veterinary drugs have been approved, including two Class I chemical drugs developed through original research in China, filling gaps in independent innovation. Several internationally advanced vaccines for highly pathogenic avian influenza and foot-and-mouth disease have been approved for market, providing strong support for the prevention and control of major animal diseases.

The veterinary drug industry plays an indispensable role in steadily supporting the annual supply of nearly 90 million tons of meat, 34 million tons of eggs, 36 million tons of milk, and 70 million tons of aquatic products.

Over the past decade, veterinary drug enterprises have grown stronger, the quality of veterinary drugs has improved, animal diseases have been effectively controlled, food safety has been ensured, and the overall quality of the industry has been elevated. These hard-won achievements are all attributable to the reforms in "streamlining administration, delegating power, and improving services" within the veterinary drug industry.
