Opinions on Accelerating Pilot Verification and Ripening Application of Innovative Agricultural Machinery Products

Pilot verification and ripening application refer to the process of innovative agricultural machinery products from factory verification and optimization of prototype performance to ripening and improvement of field reliability and applicability. It is a key link in transforming prototypes into finalized products and an important measure to accelerate the iteration of technologies and products and improve R&D efficiency. To effectively address prominent issues such as slow R&D progress and long verification cycles of current agricultural machinery and equipment, accelerate the finalization and industrial application of innovative products, and promote the high-quality development of agricultural machinery and equipment, the following opinions are formulated.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirits of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, fully, accurately and comprehensively apply the new development philosophy. With the goals of effectively shortening the R&D cycle of innovative agricultural machinery products and accelerating their mass production and application, we will adhere to promoting R&D, manufacturing and transformation through application, uphold the industrialization-oriented R&D of agricultural machinery, and advance pilot verification and ripening application in a synchronized manner. We will accelerate the improvement of pilot verification capabilities, make every effort to create ripening application scenarios, continuously consolidate the support and guarantee system, and build a sound working mechanism for integrated promotion of R&D, production, popularization and application. We will further promote the deployment and application of advanced and applicable agricultural machinery and equipment at the frontline, so as to provide solid and powerful equipment support for advancing the all-round rural revitalization and accelerating the building of a strong agricultural country.
By 2027, focusing on large-scale high-end intelligent agricultural machinery and equipment and agricultural machinery and equipment suitable for hilly and mountainous areas, a number of agricultural machinery pilot verification platforms will be built, a number of agricultural machinery ripening application centers and test sites will be established. The pilot verification capabilities of agricultural machinery and equipment will be rapidly improved, ripening application scenarios will be continuously expanded, and the industrialization-oriented R&D and innovation mechanism for agricultural machinery will be further improved. By 2030, the R&D cycle of agricultural machinery and equipment will be significantly shortened, the industrialization capacity of scientific and technological achievements will be remarkably enhanced, a high-level pilot verification platform system will be basically formed, large-scale ripening application scenarios covering the entire industrial chain of planting, breeding and processing will be basically realized, and the system and mechanism for pilot verification and ripening application of agricultural machinery will operate efficiently.
Centering on the stable production and supply of grain and important agricultural products, based on the urgent needs of agricultural production, and benchmarking against the international advanced technological level, we will organize the forces of relevant manufacturers, scientific research institutions, identification and promotion agencies, and application entities in the industry to compile and dynamically update the national and provincial catalogs of shortcomings in agricultural machinery and equipment, prioritize R&D tasks, and determine the list of machinery R&D tasks.
We will establish an evaluation indicator system for agricultural machinery R&D projects, which is oriented to industrial application and led by technological progress. Taking the realization of key technological breakthroughs and small-batch production and sales as the R&D goals, we will highlight indicators such as the reliability of the whole machine, technological advancement, product innovation, the number of R&D machinery sold, and the area of promotion and application. We will not take the number of published papers or patent applications as rigid requirements, and actively promote the evaluation of scientific and technological achievements by the market and users.
Adhering to the R&D of agricultural machinery from the perspective of the whole industrial chain, we will connect the upstream and downstream of the industrial chain. We will encourage agricultural machinery manufacturers, scientific research institutions, identification and promotion agencies, and application entities to form R&D-production-promotion-application consortiums, jointly apply for and implement R&D projects, and participate in project design, prototype trial production, field performance testing, ripening improvement, and demonstration and promotion in an integrated manner. We will support identification and promotion agencies and application entities to participate in the whole process of machinery R&D, timely identify and feedback machinery problems, and form a virtuous cycle of "problem feedback - improvement and optimization - field application". We will encourage personnel from scientific research institutions to deeply participate in agricultural machinery R&D through methods such as being science and technology commissioners, deputy general managers for science and technology, and stationing in enterprises.
We will incorporate experts in agricultural techniques and varieties into the R&D teams for tackling key problems in agricultural machinery, promote the active alignment of agricultural machinery structure design with farming systems, cultivation models, breeding techniques and variety needs, and actively adapt to the operation needs of different field sizes and soil types. We will synchronously promote the adaptability of agricultural techniques, varieties and farmland to agricultural machinery, accelerate the formation of a replicable and easy-to-implement agricultural machinery R&D and design plan that integrates the requirements of machinery, agricultural techniques, varieties and farmland, and expand the applicable scope of agricultural machinery.
We will conduct a national survey and planning layout of agricultural machinery pilot verification capabilities. Relying on leading enterprises, scientific research institutions and identification and promotion agencies in various fields, we will deploy and build pilot verification platforms for key products and performance testing centers by region and industry. We will support the provision of professional services such as test verification of whole machines and parts, process improvement and scaling-up, product type testing, performance testing, and small-batch trial production, so as to form systematic solutions. We will support qualified regions to build regional pilot verification platforms and performance testing centers with wide radiation range, strong transformation capacity and sound development mechanisms, and carry out testing of key process technologies and product quality and performance for multiple types of agricultural machinery and equipment. We will encourage leading agricultural machinery enterprises to independently build pilot verification platforms and take the lead in their application in key fields.
We will support enterprises to carry out joint research on key technologies for pilot verification with scientific research institutions and identification and promotion agencies, focusing on breaking through key issues such as complex environment testing and reliability and applicability simulation analysis. We will promote the application of information technologies such as artificial intelligence (AI), digital twins and big data, carry out digital, networked and intelligent transformation of test equipment and processes, continuously improve the quality of pilot verification, and promote the optimization and upgrading of agricultural machinery manufacturing and assembly levels and processing technologies.
We will support the entities building pilot verification platforms to improve test sites, equip them with test equipment, testing instruments, basic software and industrial software required for prototype trial production, technology ripening, process verification and scaled-up trial production, as well as supporting facilities for safety and environmental protection. We will improve test equipment for complex working conditions and key components, strengthen the overall management and application of comprehensive data such as R&D, testing and faults, and enhance pilot verification capabilities. We will strengthen the building of the National Metrology and Testing Center for Agricultural Machinery and Equipment Industry to provide identification, testing and metrology services for innovative products.
We will promote the market-oriented operation of the built pilot verification platforms and performance testing centers to provide services such as test verification of whole machines and parts, product type testing and performance testing for the industry. We will encourage the opening and sharing of instruments, equipment and test sites, develop new service formats such as equipment leasing, remote operation and maintenance, and shared testing, and promote the sharing and mutual recognition of test verification data by third parties. We will encourage pilot verification platforms in the industrial system to participate in the pilot verification of agricultural machinery. We will make good use of the digital management service platform for pilot testing in the manufacturing industry to strengthen the sharing and connection of pilot testing resources and the promotion of advanced experience.
We will support manufacturers, scientific research institutions and promotion agencies to deploy and build comprehensive ripening application centers for large-scale high-end intelligent agricultural machinery and equipment, agricultural machinery and equipment for hilly and mountainous areas, and protected agricultural equipment, as well as sub-centers in various fields and industries, so as to promote the continuous iteration and upgrading of innovative products and the improvement of their performance in application. We will guide all localities to rely on large state-owned farms, agricultural machinery cooperatives, and regional agricultural machinery socialized service centers to build a number of ripening application test sites for different terrain conditions, soil types and crop varieties, so as to provide sufficient field performance testing and reliability and applicability verification sites for innovative agricultural machinery products.
We will increase the number of ripening application test sites in different scenarios, expand the number of prototypes deployed and the area of test verification operations. Through repeated operation verification in multiple seasons and multiple scenarios, we will fully collect field performance test data and user evaluation of prototypes to ensure accurate and rapid identification of problems and performance optimization. We will support the pilot zones for the integrated R&D, manufacturing, promotion and application of agricultural machinery to explore the construction of large-scale ripening application scenarios, promote large-scale pilots of ripening application of agricultural machinery in hilly areas, and support qualified regions to establish a number of comprehensive, full-link and large-area ripening application test sites, so as to accelerate the large-scale application of innovative agricultural machinery products at the county level and beyond.
We will support agricultural machinery promotion agencies at all levels to participate in the whole process of ripening application of agricultural machinery and equipment. Relying on ripening application test sites, they will organize field performance testing activities for innovative agricultural machinery products, and work with R&D personnel and enterprise technicians to collect and sort out test data and usage problems, and put forward suggestions for optimizing and improving machinery performance. For machinery that is about to be finalized, they will organize on-site operation, field demonstration and other activities for demonstration, promotion and technical training, so as to improve farmers' acceptance and recognition of innovative products. We will support and guide "local experts" at the frontline of agricultural machinery use to participate in work related to ripening application.
With a focus on agricultural machinery cooperatives and regional agricultural machinery socialized service centers, we will support and guide them to trial, lease or purchase and apply innovative agricultural machinery products, timely feed back the use effect of machinery, and demonstrate and drive the promotion and application of new machinery. We will encourage all localities to take the lead in trial application through government procurement of services, operation subsidies and other methods, so as to further expand the application market space for innovative products. We will support the organization of public welfare annual promotion and release activities for innovative agricultural machinery products or the holding of supply-demand matching meetings to promote the effective connection between R&D achievements and local needs. We will encourage the promotion of innovative products through live video platforms to guide users to purchase and use the products.
We will support relevant units and institutions to jointly formulate technical rules and standards for pilot verification. We will guide agricultural machinery identification and promotion agencies at all levels to closely follow the R&D progress of innovative agricultural machinery products. For products that are about to be finalized, they should make plans for the preparation of test and identification outlines and relevant standards in advance; for key products in urgent need, they should start the revision of outlines and standards at the pilot verification stage of prototypes, and organize drafting units to deeply participate in the field performance testing of prototypes.
We will promote the implementation of the construction project of the National Agricultural Machinery Test and Identification Center. We will strengthen the dynamic coordination between agricultural machinery identification and testing institutions, enterprises and scientific research institutions, support cooperation in the research of identification and testing technology and equipment, innovate identification and testing methods, develop special testing equipment, optimize technical evaluation means, and continuously improve the quality and efficiency of identification and testing work. We will open a "green channel" for the identification of innovative machinery in urgent need, shorten the identification and testing cycle to the greatest extent, and give priority to acceptance and implementation. We will explore the establishment of a traceability system for machinery application effects to protect the rights and interests of application entities. We will strengthen the whole-process management of agricultural machinery identification and testing before, during and after the event to effectively prevent and resolve risks.
We will strengthen the guiding role of the agricultural machinery purchase and application subsidy policy, accelerate the inclusion of innovative agricultural machinery products that are urgently needed in production and popular among the people into the subsidy scope, and implement the policy of "better machinery, better subsidy". We will make good use of the subsidy channel for innovative products. For innovative products that have made R&D breakthroughs and are in urgent need of ripening and finalization within the scope of the catalog of machinery with shortcomings, specific subsidy support for less than 3 years will be provided in accordance with relevant regulations. For innovative products that agricultural machinery identification institutions have participated in the ripening application, we will promote the simplification of the identification process. For innovative agricultural machinery products that cannot be guaranteed by the current agricultural machinery test and identification capabilities for the time being, we will support them to obtain subsidy qualifications through methods such as "testing by qualified third parties + field (yard) test verification + evaluation by agricultural machinery service organizations".
We will actively include relevant construction contents in the special plans of the "14th Five-Year Plan" period, support localities to build pilot verification and ripening application platforms, support enterprises to carry out technological transformation, and build digital, intelligent and green workshops (production lines). We will implement policies such as additional deduction of R&D expenses and refund of value-added tax credits. We will optimize the application policies for the first set of major technical equipment and the first batch of new materials, include innovative agricultural machinery products with significant application prospects in the Guidance Catalog for the Promotion and Application of the First Set of Major Technical Equipment, and promote the promotion and application of relevant equipment through insurance, procurement and other policies.
Agricultural and rural departments and industry and information technology departments at all levels should fully recognize the importance of strengthening the pilot verification and ripening application of innovative agricultural machinery products, unify their thinking and understanding, refine and improve measures, form a joint work force, and earnestly implement the work. They should establish a work promotion mechanism, strengthen overall coordination, gather resources and forces from all parties, and work with relevant departments to formulate effective implementation measures based on local agricultural resource endowments, industrial foundations of agricultural machinery and equipment, and other conditions, so as to provide policy guarantees for pilot verification and ripening application.
Pilot provinces for the integration of R&D, manufacturing, promotion and application of agricultural machinery should take the lead in trial and innovation, explore and introduce targeted work measures, and effectively remove blocking points in the process from R&D and manufacturing to promotion and application. We will strengthen regional coordination, encourage provinces with advantages in application and provinces with strengths in R&D and manufacturing to jointly carry out pilot verification and ripening application of agricultural machinery, so as to improve efficiency and effectiveness. We will timely summarize the effective practices and innovative experiences in the pilot verification and ripening application of agricultural machinery, strengthen publicity and promotion, and strive to create a good social atmosphere.
